The City of Dayton provides water and sewer services to its residents. Billing for these services is conducted on a bi-monthly basis, with invoices mailed to both residential and commercial customers.

The City of Dayton now has a new toll-free payment line (855) 744-1816  for Utility Billing payments. 

  • The phone line accepts Visa, Mastercard, Discover, Google Pay and EFT checks (personal checking, business checking & personal savings)
  • Credit card limits are $2,000.00 for debit/credit cards and online checks limits will be $125,000.00.
  • Please note, we cannot accept payments for permits though this phone line as this is strictly for Utility Billing payments.

Credit Card Fees

Transaction fees will apply to all credit and debit card payments. The per transaction fees will be 2.95% with a minimum fee of $1.95. The fee is collected directly by the card processor and not the City. If you would like to avoid fees, please use check or ACH payment from bank account.

Meter Reading
Residential water meters are read and billed bi-monthly.   A meter reader can record the data on an electronic device from outside your home.  Bills are sent out in odd months and due in even months.
How to Manually Read My Meter
Below is a picture of a Sensus water meter. Here you will find the meter number and the usage. The water meter number below is: 87073138 which is also located on your Utility Bill.

If you look at this picture the meter reads: 0426163.77 (The City reads it at the thousands place when billing or left to right excluding the zeros.) This sample meter would read 426 units.

When any water goes through your Senses water meter the numbers change. If you were to take this sample picture and run water through the meter with an end read of 428, that means you have used 2 units or 2,000 gallons of water. You can also at any point see how much water goes through your meter by looking at your meter reading!

Seasonal Sewer Usage
The City of Dayton Bills Bi-Monthly. Odd months you receive bills/Even months those bills are due. Dayton bills per 1000 gallons and shows up as 1 unit on your UB bill.

The 1st bill of the year will be finalized in March. Residents are billed for actual usage of water & of sewer during the 1st billing cycle. This amount is capped for the rest of the year as for sewer usage. Dayton’s City council realizes that most residents use more water in the spring/summertime due to irrigation where the water does not travel through the sewer pipes.

Example: If you used 10 units of water/sewer during the 1st billing cycle then 10 units will be the most you will be charged for sewer the rest of the year. If you use 25 units of water during the 2nd billing cycle, you will be billed for 25 units of water but only 10 units of Sewer. If you happen to use less water during your 2nd billing cycle for example: 7 units, then you would be charged for 7 units of water and 7 units of sewer.
If there is zero water usage and/or you move in after the 1st billing cycle your seasonal Sewer usage is capped to the Minnesota standard of 6 units (6,000 gallons).

Example: Let’s say you move in July and your first bill arrives in September. You happen to use 75 units of water. You will only be charged 6 units of sewer.

EVERY YEAR YOUR NEW SEASONAL USAGE OF SEWER IS CAPPED DURING THE 1ST BILLING CYCLE WHEN YOU RECEIVE YOUR 1ST BILL IN MARCH.

Why is my water bill higher than normal?

Common reasons for higher than usual water bills include:

  • Summer When you irrigate your lawn, this runs through the water meter and is charged to your utility account. One inch of water per week is enough to maintain a healthy lawn.  Please note, there is an odd/even irrigation ordinance which is in place from May through October.  For more information on water conservation, please visit the water department page.
  • Running Toilets
  • Leaking Faucets
  • Malfunctioning Water Softener
What if I pay after my due date?
If you pay after your due date, your utility bill will incur a 10% penalty.
What if my account is deliquent?
The City mails out a letter in September with the delinquent amount.  Due date and information will be provided in the letter.  

Accounts with unpaid balances will be assessed to property taxes annually per Minnesota Statute 444.075, Subdivision 3e

About Your Utility Bill

Utility Bills are send out bi-monthly (sent out in odd and due in the even months) usually around the 10th of the month.   Invoice Clous is our credit card processor.  You may notice on your bank statement if you use this method it may be listed as Invoice Cloud or Paymentech.  All previous balances and penalty amounts will be added to the next utility bill.  The payment must be received by the due dates and if payment is not received, by the due date a 10% penalty will be charged.  If a payment is returned by the customers bank, a service fee of $38.00 will be charged.  For your convenience, we offer online payment and paperless billing.  We also offer Direct Payment which will allow the amount due to be automatically deducted from your bank account on the billing due date.  If you do not receive a bill, please check Invoice Cloud.  You can view or print your bill from the account.

  • A drop box is located outside of City Hall 
  • Bring a check to City Hall

  • Sign up for auto pay via checking or savings account - sign up form can be found online or picked up at City Hall.
