Street Maintenance

Road maintenance is a critical function of the City of Dayton’s Public Works Department. The City is responsible for maintaining approximately 72.4 miles of city streets.  The Streets Department performs crack sealing in the spring and fall to extend pavement life, conducts tree removals and trimming year-round for safety, and carries out ongoing road surface repairs to maintain safe and accessible streets throughout the city.

Regular and proactive maintenance ensures safe and reliable travel for residents while also helping to extend the lifespan of the roadway infrastructure. Through ongoing investment and care, the City is committed to preserving the quality and safety of Dayton’s transportation network.

General Information
Snow Removal


In the City of Dayton, snowfall of 2 inches or more will trigger a snow event.  Staff have established an order of priority, to use the staff and resources available most efficiently and effectively to us, and to allow emergency services to operate and to allow residents to get to and from their homes. 

Instances where Public Works will perform snow removal: 

  1. Snow accumulation of 2 inches or more
  2. Drifting of snow that causes problems for travel
  3. Icy conditions which seriously affect travel
  4. Time of snowfall in relationship to heavy use streets
Snow Plow Policy


Parking Regulations

Parking is prohibited on city streets after a 2-inch snowfall. Parking may not resume on the street until it has been plowed curb-to-curb. Violators may be towed. In addition, Parking on streets in the City of Dayton is prohibited between the hours of 2 am and 6 am without a permit.

Mailboxes

Damage to a mailbox is a risk that snowplow operators face during their winter plowing requirements. The city will conduct a review of each mailbox damage claim to determine whether the city has any legal responsibility for the damage and if so, to replace or provide reimbursement for the mailbox.

  1. If it is determined that the damage is caused by the impact of snow from the snow removal equipment, a reimbursement of up to $100 will be provided to the homeowner.
  2. If the damage is determined to be caused by direct contact with snow removal equipment the full cost for replacement will be provided to the homeowner. Any claim must be accompanied by a receipt for replacement of the damaged items. Damage caused to property by equipment other than City operated equipment will not qualify for reimbursement or replacement.
  3. To report mailbox damage, please email publicworks@daytonmn.gov and provide property address and photos of the damaged mailbox.

Property Damage

The major types of damage are to improvements in the city right-of-way, which typically extend approximately 10 to 15 feet beyond the curb. The intent of the right-of-way is to provide snow storage, utilities, sidewalks and other City uses.

  1. Damage to fences, trees, irrigation systems or other private improvements will not be repaired or replaced by the City if they are in the right-of-way.
  2. Lawns that are scraped or gouged by City equipment will be repaired by seeding the following spring. Residents are responsible for assisting by watering the areas that are repaired.

In instances where there is a disagreement as to the source of the damage and the party responsible, the City shall determine the responsibility.

Resident Responsibilities

Resident responsibilities include clearing driveways, clearing areas for trash receptacles, clearing around mailboxes and fire hydrants.  Trash cans must not be placed on the street surfaces.  Snow plowing can cause additional snow to be deposited in driveway approaches and around roadside obstacles.  Operators are instructed to attempt to minimize these instances; however, it is not practical to eliminate this situation.  Residents should be aware they may have to clear their driveways a second time after their street is plowed.

Driveway Clearing Tips

It is always difficult to keep the end of the driveway clear, and it is frustrating for residents who have cleared the end of the driveway only to have the plow come around and fill it back in again, it is also frustrating for the plow drivers, we do not want to create more work for residents than is absolutely necessary.

A few things to consider to lessen the impact of the snow plowing operations, if we are experiencing a multiple day snow event, the City will conduct several partial plows to keep main roads and residential streets open, cul-de-sacs will have one pass to maintain resident access, trails other than safe routes to school will not be plowed.  Once the snow has stopped, staff will commence a full plow that will include plowing curb to curb as close as possible to keep streets functioning at optimum levels.  Residents should wait to clear driveways until the plow has come by during the full plow, if possible.

Street Light Outages

Street Sweeping
The City hires a contractor to sweep the streets twice a year in April and October.  The effort is scheduled to remove the winter debris buildup and winter ice sanding material prior to spring rains and flushing into the City’s storm sewer system.

Roadside Mowing

The City of Dayton will do selective ditch mowing on city streets beginning mid-June.  If there is a safety concern, the ditch will be mowed.  However, in an effort to give nesting birds and animals that use the roadside ditches to raise hatch-lings and young animals, full mowing will not occur until August 1. This policy is a recommendation for State, County and Township by MN/DOT & DNR.

Gravel Road Maintenance
There are 7 gravel roads remaining in Dayton.  Roads will be graded in early spring as conditions allow.  Dust control will typically be applied early Summer.
Spring Load Restrictions
The Minnesota Department of Transportation (MnDOT) sets the start and end dates for spring load restrictions.  Ending dates for spring load restrictions vary based on how the weather is affecting roadway strength.  This is important information for anyone who is moving, hauling, or planning a construction project.  

  • Vehicle load limits on City streets are restricted to 5 tons, except for South Diamond Lake Rd which is 7 tons.
  • The City of Dayton does not issue overweight road restriction permits, except for sewer and water emergencies only
